Governor González-Colón Announces New $21.3 Million FEMA Investment for Reconstruction and Resilience Projects Across Puerto Rico
La Fortaleza, Puerto Rico – September 8, 2026 – Governor Jenniffer González-Colón today announced the obligation of $21,328,683.27 in funding from the Federal Emergency Management Agency (FEMA) for the implementation of 13 reconstruction, recovery, mitigation, and resilience projects across Puerto Rico, as part of her administration’s ongoing efforts to maximize federal resources and accelerate the Island’s recovery.
The funds, coordinated through the Central Office of Recovery, Reconstruction and Resiliency (COR3), will support projects led by the Puerto Rico Aqueduct and Sewer Authority (PRASA), the Puerto Rico Electric Power Authority (PREPA), and municipalities, as well as initiatives under FEMA’s Hazard Mitigation Grant Program (HMGP). These investments will strengthen critical infrastructure and enhance Puerto Rico’s capacity to respond to future emergencies.

These $21.3 million represent investments that will deliver more reliable water and energy infrastructure, improved roads, greater emergency response capacity, and communities that are better prepared to face future disasters. Our administration will continue working with the Trump Administration to maintain this pace of reconstruction and deliver concrete results to every corner of Puerto Rico,” said Governor Jenniffer González-Colón.
Investing in Water Infrastructure
The largest share of the newly announced funding will support projects by the Puerto Rico Aqueduct and Sewer Authority (PRASA), with a combined investment of $17,651,474.87 for the rehabilitation, improvement, and strengthening of drinking water systems across different regions of Puerto Rico.
The projects include:
· $6,760,837.52 for the installation of a 12-inch water line along PR-115 in Rincón.
· $5,220,698.10 for the rehabilitation of the raw water intake and pumping station at the Jayuya Drinking Water Treatment Plant.
· $3,852,930.65 for the rehabilitation of water tanks and pumping stations in the Western Region, Phase 1.
· $1,345,534.54 for the rehabilitation of raw water wells in the Southern Region, Phase 1.
· $471,474.06 for the rehabilitation of raw water wells in the Eastern Region, Phase 1.
Strengthening the Electric Power System
The Puerto Rico Electric Power Authority (PREPA) will receive $1,510,887.77 for projects related to the recovery and repair of electrical infrastructure.
The funding includes:
· $1,416,454.90 for repairs to utility poles and conductors in Mayagüez, Group 4, Phase 2, as part of distribution system recovery efforts.
· $94,432.87 for electrical services under the LEOC contract related to Hurricane Fiona recovery efforts.
Mitigation and Resilience Projects
As part of the new obligations, FEMA also allocated $2,013,246.80 for two projects under the Hazard Mitigation Grant Program (HMGP), both receiving 100 percent federal funding, aimed at strengthening critical infrastructure and increasing preparedness, response capacity, and resilience in the face of future emergencies.
The allocation includes:
· $525,000 for the installation of solar power infrastructure at the Municipality of San Juan building and José Julián Acosta School, under the disaster declaration related to Hurricane Maria.
· $1,488,246.80 for the acquisition and installation of 11 backup diesel generators at PRASA drinking water distribution facilities in Bayamón. This investment will help maintain essential services during power outages and strengthen the continuity of the drinking water supply.
These mitigation investments complement the reconstruction efforts of Governor González Colón’s administration by incorporating measures that not only address past damage but also strengthen critical infrastructure to better withstand and respond to future emergencies.
Funding for Municipalities
The new obligations also include $153,073.83 for municipal projects related to roads and emergency protection measures.
The municipalities receiving funding are:
· San Germán: $75,440.08 for emergency protective measures related to Hurricane Fiona.
· Utuado: $32,884.75 for work on Municipal Road 348 and PR-611 in the Sabana Grande/Cercadillo Interior area, related to damage caused by Hurricane Maria.
· Aguas Buenas: $24,408.41 for Road Project #1, related to Hurricanes Fiona and Maria and other events, with a 90 percent federal cost share.
· Aguada: $20,280.59 for work on PR-2, Km. 139.5, in the Familia Aníbal area, related to damage caused by Hurricane Maria.

The administration of Governor González-Colón, through PRFAA and COR3, will continue coordinating with FEMA and other federal agencies to identify, maximize, and expedite available resources for Puerto Rico, ensuring that federal funding continues to support priority reconstruction, mitigation, and resilience projects across the Island.
